Dr. Shih, who holds a Ph.D. in Electrical Engineering from Penn State, has long served as a project reviewer and mentor for prominent West Coast accelerators such as Techstars LA, Larta, and TCA Venture, covering fields including aerospace and defense, sustainable energy, and biotechnology. He has supported American startups like Noria Water Tech—focusing on water recirculation membrane technology—and Berri Pro Inc.—specializing in organic oral electrolytes—helping them refine their innovations and expand into broader markets.

In addition, Dr. Shih is a Director at TechCoastAngels, a mentor and advisor for multiple West Coast accelerator programs (including Larta), Vice President and Chief Technology Officer at Intellisense System Inc., and Chief Operating Officer at Broadata Communications.
